Section 3.11.  DIVISIBILITY OF PROVISIONS.  If any section, subsection, sentence, clause or phrase of this Chapter is, for any reason, held to be invalid, such decision shall not affect the validity of the remaining portions of this Chapter.  The Village board hereby declares that it would have enacted this Chapter and each section, subsection, clause and phrase thereof, irrespective of the fact that any one or more sections, subsections, sentences, clauses, and phrases be declared unconstitutional.
