Section 17.01. PURPOSE AND POLICY.
(1) Preparation for Civil Defense and Disaster. By reason of the existing and increasing possibility of the occurrence of disasters resulting from enemy attack, sabotage or other hostile action, including civil disorders within the metropolitan area, or from fire, flood, earthquake or other natural causes, and in order to insure that preparation of this Village will be adequate to deal with such disasters, to provide for the common defense, to protect the public peace, health, safety and general welfare, and to preserve the lives and property of the people, it is hereby found and declared to be necessary:
[a] To establish a local civil defense organization,
[b] To provide for the exercise of necessary powers during civil defense emergencies, and,
[c] To provide for the rendering of cooperation and mutual aid between this Village and other political subdivisions.
(2) Coordination of Functions. It is hereby declared to be the policy of the Village of River Hills that all civil defense and disaster functions of the Village shall be coordinated to the maximum extent practicable with comparable functions of the Federal Government, the State of Wisconsin, Milwaukee County, and neighboring municipalities.
(3) Definition of Civil Defense. “Civil Defense” shall mean the preparation for and the carrying out of all emergency functions, other than functions for which the military forces are primarily responsible, to minimize and repair injury and damage resulting from disaster caused by enemy attack, sabotage, or other hostile action including civil disorders within the metropolitan area, or by fire, flood or other natural causes.
